Spring Meeting   March 2, 2006 

Trudy McManus called the meeting to order at 7:00 p.m. 

Trudy welcomed everyone and stated there were no minutes from the last meeting because the last meeting was an informal social and not an official meeting.  Trudy then summarized the activities that took place during the December 1, 2006 Holiday Social. Trudy also mentioned and named the winners of the Christmas light contest and thanked everyone for decorating.  

The bank statement was read. It was noted that since the last meeting that ECNA had been setup with a federal tax number. The number is used with the checking account and Trudy noted that Aaron and her would be making the needed changes to the account the following week. It was then said to those in attendance that the $15 dues are due. Everyone in attendance paid. 

Trudy then opened up discussion about the neighborhood garage sale and when it should be held. It was decided that the sale be held Saturday June 10, 2006. The association will pay for and put the newspaper add in while Walt will put the signs in the front of the subdivision. 

The question was asked and those in attendance discussed if a bake sale would be held this year during the garage sale. It was decided that since ECNA made over $100 during the sale that it would be a good idea to have one. Volunteers offered to bring items to the sale but a coordinator wasn’t named. Trudy mentioned that her and Walt would be unavailable to coordinate due to their first child being born very soon. It was recommended that an email be sent out to neighbors requesting a coordinator and volunteers to work the bake sale. 

Trudy then turned over the floor to Walt. Walt discussed the results of a survey he gave to neighbors at the Holiday social and had available to neighbors on the website. It was determined by the survey that lighting would help solve a number of issues within our neighborhood. Lighting would help dark streets, vandalism, crime, and general appearance of the neighborhood.

 Walt discussed a meeting he had with Boone County Electric concerning options the neighborhood had. Boone Electric first stated that yard lights are neighbor’s responsibility and out of their scope of repair. Walt discussed the possibility of streetlights in certain areas then with Boone Electric. Currently, ECNA would be responsible for paying for any lights installed within the neighborhood. Though a couple of options for streetlights are available, a version of streetlight currently being used in Eastport Village was determined to be the best choice for El Chapparal. The light is a larger version of the current yard lights and look similar to gas lights. The lights have no installation charges but would run ECNA about $11 a month. It was noted in the Treasurer’s report that ECNA has enough currently to cover one light for a year pending funds coming in for this year’s dues. Neighbors discussed the best location for a light. The decision was made to install one light at the intersection of El Chaparral and Reynosa. The light would benefit this dark intersection and be a high visible location for neighbors to see. Neighbors in attendance hoped by having it in this location that more neighbors would be inclined to pay dues. It was even mentioned that if neighbors on a street raised the needed funds, they could ask for a light on their street. Installation of the first light was approved and Walt was asked to follow up with Bonne Electric and then with neighbors. 

Annual voting in of new officers didn’t take place due to a lack of quorum. Trudy told those in attendance that she was going to step down as Acting-President to allow her to focus on the birth of her first child. It was then stressed that board members are needed and anyone who wanted to help would be welcome. 

The board didn’t announce or setup a date or time for the next meeting at this point. Neighbors will be notified when those arrangements are made.      

Trudy thanked everyone for their time and adjourned the meeting at 8:10 p.m.
